Dr. Khatibu Malimi Kazungu serves as Deputy Permanent Secretary in the Ministry of Constitutional and Legal Affairs since January, 2022, following the appointment by Her Excellency, Dr. Samia Suluhu Hassan, the President of the United Republic of Tanzania. Previously, Dr. Kazungu served as Deputy Permanent Secretary in the Ministry of Finance and Planning responsible for Economic Management (December 2016 - March 2019) and Deputy Permanent Secretary in the Ministry of Finance and Planning responsible for Treasury services, (March 2019 - September 2019; and April 2021- January 2022).

He has also worked as Regional Administrative Secretary (RAS) in Kilimanjaro, Tanzania, between 2019 and 2021. He has also served as District Commissioner in Mtwara, Tanzania between June and December, 2016. From 2017 to 2020, Dr. Kazungu was a member of the Board of Directors of the Tanzania Investment Centre (TIC), whose mandates are: first, to coordinate, promote and facilitate investments in Tanzania and, secondly, giving appropriate advice to the Government on policy related matters in order to create a competitive and attractive investment climate in Tanzania.

Dr. Kazungu’s employment history in the Government commenced in the early 2000s at the Open University of Tanzania, where he was recruited as an Assistant Lecturer in economics and, subsequently rose to the rank of Senior Lecturer in 2014. While teaching at the Open University of Tanzania, Dr. Kazungu was simultaneously appointed as an Associate Director of Planning and Development in 2009, and in 2010, he was elevated to the post of the Director of Planning and Development in the same University, the position that he served until 2013.

Between 2015 and 2016, Dr. Kazungu was contracted by AECOM on behalf of the United Kingdom-Department for International Development (DFID) to serve as the Regional Technical Advisor (Kigoma and Geita Regions), responsible for the Public Financial Management Programme (PFMRP), Phase IV, under the Prime Minister’s Office, in the United Republic of Tanzania. The fourth phase of PFMRP, sought to improve Public Financial Management in the following areas: i) Revenue Management; ii) Budgeting and Planning; iii) Budget Execution, Transparency and Accountability iv) Budget Control and Oversight.

Dr. Kazungu has accumulated expertise in negotiation of Bilateral Draft Agreements on Avoidance of Double Taxation between the United Republic of Tanzania and the following countries: Turkey, Singapore and Republic of Morocco. Dr. Kazungu has also been fully engaged in negotiation of Bilateral Draft Agreements on the promotion and reciprocal protection of Investments, between the United Republic of Tanzania and the following countries: Singapore and Japan. Moreover, Dr. Kazungu was the head of delegation in the preparation of Bilateral Debt Settlement Agreement between the United Republic of Tanzania and the Government of Islamic Republic of Iran; and the head of delegation in the Joint Tanzania-Spain Committee of the Debt Swap for Development Programmes.  

Dr. Kazungu’s fields of interest revolve around International Economics, Development Economics, Monetary Policy and Financial System, Public Policy and Economic Management, Fiscal Policy & Public Financial Management, and International Economic Law. Dr. Kazungu is a prolific researcher with a proven track record of publications, and has authored/coauthored numerous articles in peer-reviewed International Journals. He is the Founding and Current Chief Editor of the African Journal of Economic Review-a peer-reviewed Journal that publishes high quality and scholarly manuscripts on economic topics relevant to the African continent.   

Dr. Kazungu holds a PhD in Economics from the University of Glasgow, UK, Master of Science in Development Economics from the University of Manchester, UK, Master of Arts in Economics and Bachelor of Arts in Economics, both from the University of Dar es salaam, Tanzania and Bachelor of Laws from the University of London, UK. He also holds Post Graduate Diploma in Management of Development from the University of Turin in Italy; and a certificate in negotiation from Oxford University in the UK.  He has also attended courses on Policy Design and Delivery; and Leadership and Ethics at Harvard Kennedy School.
