Department of Administration and Human resources

Objective

To provide expertise and services on human resource management and administrative matters.

Functions

This Division will perform the following functions: -

  1. To interpret Public Service Regulations; Standing Orders and other Labour laws;
  2. To oversee the implementation of ethics and value promotion activities including corruption prevention education;
  3. To administer and oversee implementation of activities such as recruitment, selection, orientation, training and employee development, promotion, discipline, retention, motivation, performance management and general staff welfare;
  4. To ensure optimal, efficient and effective management and utilization of human resource;
  5. To coordinate Workers Council and Trade Union affairs;
  6. To oversee the development and implementation of effective policies, procedures and guidelines for recruitment, training and development, deployment, retention of staff, promotions, performance management;
  7. To conduct human resource audit and inventory of current and needed skills;
  8. To coordinate Workers Council and Trade Union affairs;
  9. To provide registry, messengerial and courier services; and manage Ministry records;
  10. To handle protocol matters;
  11. To facilitate provision of security services, transport and general utilities;

 

  1. To facilitate maintenance of Ministry equipment, buildings and grounds;
  2. To coordinate implementation of ethics and value promotion activities;
  3. To coordinate implementation of diversity issues; and
  4. To coordinate implementation of Private Sector Participation, Business Process Improvement and Client Service Charter.

This Division  led by a Director and will comprise of two (2) Sections as follows:-

  1. Human Resource Management Section; and
  2. Administration Section.

3.1.8.1  Human Resource Management Section

This Section will perform the following activities: -

  1. Interpret and ensure adherence to Public Service Regulations, Standing Orders and other Labour laws;
  2. Carry out human resource planning and development;
  3. Coordinate staff recruitment, selection, orientation, placement, confirmation, training and employee development, promotion, transfer, motivation; and
  4. Prepare Annual Personnel Emolument estimates and administer salaries and process payrolls;
  5. Coordinate implementation of Open Performance Review and Appraisal System (OPRAS);
  6. Oversee employee’s benefits (pension, allowances, retirement, resignation, deaths etc) and other entitlements;
  7. Oversee services related to separation from service (retirement, resignation etc);
  8. Facilitate employee relations and welfare including employee health and safety, sports and culture;
  9. Process and update leave records such as vacation, sick, maternity, study and terminal;
  10. Coordinate complaints and grievances handling; and
  11. Serve as a Secretariat to the Appointment Committee.

This Section  led by an Assistant Director.

3.1.8.2    Administration Section

This Section will perform the following activities. -

 

  1. Facilitate maintenance of equipment, buildings and grounds;
  2. Coordinate implementation of ethics and value promotion activities including prevention of corrupt practices;
  3. Coordinate implementation of diversity issues;
  4. Provide registry, messengerial and courier services and manage Ministry records;
  5. Handle protocol matters;
  6. Coordinate Workers Council and Trade Union affairs;
  7. Facilitate provision of security services, transport and general utilities;
  8. Coordinate implementation of Private Sector Participation, Business Process Improvement and Client Service Charter in the Ministry; and
  9. Advise on organizational efficiency of the Ministry.

This Section be led by an Assistant Director.
